Public Housing Authorities (PHAs) with 1,000 or fewer combined units of public housing and Housing Choice Voucher (HCV) units that are high performers are eligible to be selected by HUD for the fifth cohort of the Moving to Work Expansion (MTW), to test the effects of MTW flexibility on a PHA and the residents it serves, with a particular focus on administrative efficiencies.

MTW allows PHAs to design and test innovative, locally designed housing and self- sufficiency strategies for low-income families by permitting PHAs to use assistance received under Sections 8 and 9 (HCV and Federal Public Housing).

The Staunton Redevelopment and Housing Authority has decided to apply to HUD to be selected for MTW, Cohort 5 status. HUD will review all applications to select qualifying applications. If the number of applications exceeds the number of slots available, HUD will administer a lottery to determine which Housing Authorities will be invited to participate in the MTW, Cohort 5 Test.

The deadline to apply is December 8, 2023. We expect that HUD will make announcements as to which Housing Authorities have been selected by approximately June, 2024.
